The Cost of CARB: Fuel pricing disparity

Here are the latest Nevada County fuel prices:

It appears that Nevada County gas prices are begining to level off, reflecting the leveling of US prices. However, diesel prices in Nevada County continue to climb, while they are leveling in the US. Why are US diesel prices leveling off, while state and county prices continue to climb? I do not have a clue.

Exit Question: Do you have any ideas why Nevada County diesel prices continue to climb, while US prices are leveling off?
